They arrest people who have not yet broken the law, besides, are we sure they would have broken it ? It's not the future if you stop something before it happens.
Is the system foolproof ? How to be sure ? The future is not predictable, to predict the future is to take the risk of making mistakes that can have serious consequences by taking oneself for prophets and not for scientists.
